English-as-a-Second language fluency/proficiency is much more than "knowledge of English". It includes speaking, listening, reading and writing, appropriateness of language, understanding of culture, proxemics (space), and kinesics (movements). To determine the quantity and quality of one's English proficiency, a qualified language evaluator's services are needed.
